Pursuant to the South Carolina Public Records Law, I hereby request the following records:

1. the total number of use of force incidents in 2022. Please include as part of this a breakdown of how many use of force incidents in 2022 were related to law enforcement operations and how many were related to correctional/custodial operations.

2. the total number of use of force incidents, separated by type of force, in 2022 (for example, information that specifies the number of taser incidents in 2022, baton incidents in 2022, etc.)

3. the total number of civilian complaints against law enforcement that were reported and the total number sustained for 2022.

4. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained for 2022.

5. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained for 2022.

6. the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained for 2022.

7. the total number of officer-involved shootings in 2022, both fatal and non-fatal.

8. the total number of people who the sheriff’s department used force against, broken down by race/ethnicity, in 2022.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good morning,

Thank you for submitting a request. This request will take time to complete and there will be a fee. Our fee schedule is on our website if you need in depth information. In the very least, there will probably be a charge between $20-$40 for man hours. I am unsure of the actual price at this moment because I don’t know how long it will take other members of our agency to get me this information.

Attached are the answers to the questions you asked in your FOIA request. I have N/A for civilian complaints because we do not have a way to track civilian complaints. Most of our complaints come from face-to-face interactions. Leadership/Admin on the road deal with the complaints and then it is over and done with. We have a Citizen’s Feedback Portal on our website, but we do not have any complaints from there.
