The City of Alton government website hosts an "Out of State Agency ALPR Data Access Certification Declaration Form" where out-of-state agencies declare that they will not use Alton ALPR information in a manner that violates Illinois Compiled Statute 625 ILCS 5/2-130(c): https://www.cityofaltonil.gov/alprdeclarationform/
Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:
A copy of all submitted "Out of State Agency ALPR Data Access Certification Declaration Forms" since the form was published. The form can be found at https://www.cityofaltonil.gov/alprdeclarationform/.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

The response period for processing a FOIA does not start until a request is received by the City of Alton. The first day of the initial five-day period starts the day after a request is received during regular business hours.
The City of Alton has five (5) business (working) days for FOIA requests filed by non-commercial requestors. A response is due on the fifth day unless properly extended under 3(e) of the Act. The response time may be extended for not more than five (5) additional days.
Under section 3.1(a) of the Act, commercial requests must be responded to within 21 working days.
