Hello–

What does it mean when a fee waiver is rejected by an agency but the request for information was closed, not fulfilled, and no advance notification, nor any notification, of fees was provided?

This is in reference to my recent Request for information re. small aircraft over Wollaston, Quincy, MA, to the FAA.

What exactly is one supposed to do…?

Ramola, hello! Apologies for the delay in answering your question - the perfunctory rejection of fee waivers is fairly common place among a few agencies, often before the issue of payment is ever broached. In some cases, agencies even go so far as to reject a fee waiver while providing a no responsive documents response, eliminating the need for payment entirely. In the event that a monetary value is provided, at that point you can either pay the amount, ask us to help crowdsource the amount, or appeal the earlier rejection.
