MBTA criteria to fire an employee or contractor

So I am not sure how to proceed. They want a few thousand for these documents, but are saying a summary of the policy does not exist. Is there a better way to phrase the question to get at least a summary of the MBTA’s criteria to fire an employee?

Brian -

The search fees, in particular, strike me as outrageous. Under Massachusetts FOI law, the lowest paid employee capable of conducting each stage of the search and review processed must be utilized. 

The suggestion that HR Counsel must be the ones to locate a basic policy like this is dubious at best.
