Has a government agency ever… split one request into multiple ones? I sent one request to the FBI, and I just recently received six different letters splitting the request into multiple parts.
I thought FOIA officers did the reverse typically.

Yes, this does happen, usually when a single request entails multiple subjects or corresponds to multiple offices within the original agency.
