How should I proceed with getting an acknowledgement from my request to the CIA? I am very sure they were involved with this and I would at least want to make them lie about it.

They will not lie about it, they will refuse to grant the request. The CIA plays by different rules when it comes to FOIA, almost all requests to them, including this one, are a waste of time.
