To Whom It May Concern:
Pursuant to the Arizona Public Records Law, I hereby request the following records:
Any of the following records that contain the phrase "smart city" or "camera" or “Internet-of-Things” or "sensor".
1. Any technical documentation submitted to your agency by “smart city” vendors, including but not limited to technology manuals, and API/metadata specifications.
2. Any contracts with “smart city” vendors, including but not limited to primary procurement contracts, data exchange agreements, public-private partnership agreements, license and subscription agreements, privacy policies, and terms of service.
3. Any documentation of how public input was incorporated into the procurement and implementation of “smart city” technology (e.g. public comment analysis, documentation of engagement with the city council, etc.).
4. Any risk analyses conducted when making the decision to implement “smart city” technology (including but not limited to: privacy impact assessments, risk/utility assessments, analysis of potentially disproportionately negative effects on members of legally protected groups, etc.)
5. Any guidelines, manuals, policies, procedures, or agreements, on department use of “smart city” technology and data, including sharing with other government agencies and including the legal standard, if any, (e.g. probable cause, court order, relevance, consent) that is required before accessing data from the “smart city” system by law enforcement.
6. Any audits of the “smart city” technology or data use, including but not limited to: audits of the system, misuse reports, and reports to oversight bodies.
These records will be used to inform research on possible risks of “smart city” technology and to identify current policy best practices as part of Harvard Kennedy School’s Belfer Center for Science and International Affairs’ Technology and Public Purpose (TAPP) Project.
The intent of this request is to cover all software, hardware, databases, and other technology used in “smart city” systems. However, realizing this list of records is long, and not all records will be relevant or available, if you have any questions or would like to discuss narrowing the request, please contact me directly at firstname.lastname@example.org or (857) 400-0323.
This request is made on behalf of a not-for-profit organization whose mission is to ensure that emerging technologies are developed and managed in ways that serve the overall public good. Because of our not-for-profit status and the fact that this request is about a matter in the public interest, we request a fee waiver.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
