Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:
1) A copy of any contracts or agreements between the Winchester Housing Authority and Connecticut Light & Power for the sale of a 2013 housing tax credit (CHFA #13-012), valued at $400,000, which WHA received for the Carriage Maker Place. State records show the sale was completed sometime around Dec. 6, 2013.
I ask that all fees be waived as I am a journalist employed by the Lowell Sun and I intend to use the requested records to publish articles in the public interest and not for any commercial purposes.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Regarding your FOI Request, I do not have any information for Carriage Maker
Place. That was initially built through the Winchester Housing Development
Corporation and the Winchester Housing Authority does not have any
information in our office for Carriage Maker Place.
I do know that Carriage Maker Place is currently being managed by: CT Real
Estate Management, LLC, Main Office, P.O. Box 397, 50 Southwick Court, 2nd
Floor, Cheshire, CT 06410. Phone Number: 1-800-411-3397 or 203-699-9335.
Fred Newman was the Executive Director at the time and oversaw the Building
of Carriage Maker Place. I believe that Robert Geiger is currently involved
with that development and can be reached at 860-738-6962.
