As you may not be aware, Code of Virginia §2.2-3704 (G) requires that FOIA
requests be reasonably specific in identifying requested records. Neither
your request for "any data release consent forms students are asked to
sign...any amendments made to those forms from 2015-2020" nor your request
for "contracts, MOUs or other documents outlining any third-party programs
or applications collecting student data" identifies records with enough
specificity to enable VCU to search for them in any reasonable manner. If
you would like to narrow your search parameters to identify the requested
records with reasonable specificity, VCU will provide you with an estimate
of how much a responsive search would cost, if anything.

As to your request for "any current policy documents or guidelines

- Any amendments made to those forms from 2015-2020
- Contracts, MOUs or other documents outlining any third-party programs or
applications collecting student data

The requested documents will be made available to the general public, and
this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform
me of the total charges in advance of fulfilling my request. I would prefer
the request filled electronically, by e-mail attachment if available or
CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I
look forward to receiving your response to this request within 5 business
days, as the statute requires.
