State of Virginia Fiscal Year 2023 Compensation Data for All Employees
Please provide the following fields for each employee in the dataset:

Note: If not all fields listed above are releasable as public record or available please disregard those individual fields for this request.

I would prefer the request be filled electronically, by either e-mail attachment or FTP Download if available, otherwise sent through mail via CD/DVD. I would appreciate the request to be filled in an accessible format, including but not limited to: CSV, Excel, Microsoft Access database, or other bulk list file type.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon, I just had a couple questions regarding the data provided. I was curious if this dataset is representative of the 2023 fiscal year (from 7/1/2022 - 6/30/2023) as requested, or if the data provided was an as-of "snapshot" based on the report run date? I ask because it appears there are several employees with "Company Seniority Dates" and "Employees State Begin Dates" beyond the 2023 fiscal year. Can you also clarify which field should be considered the Employee Start Date, and may we also get a list of non-abbreviated "Companies"?

Good morning,

I wanted to follow up on my previous email from 8/30 regarding the effective date of the data provided as well as a list of non-abbreviated "Companies".

I also wanted to inquire about a record count discrepancy between this data and data previously released by this office in response to a separate request for 2022 employee compensation data. 2022's data had over 110,000 employee records released while this year has about 55,000 employee records. Looking at some specific employees existing in 2022 that do not exist in the 2023 data, it appears that most of those records belong to "Faculty, University Staff, and Political Jurisdiction Staff" with record counts of those classifications having the approximate record count of the difference between the two files.

Would you be able to clarify the effective date of the data (FY 2023 as requested, or a snapshot in time as of the run of the report), as well as the field that could be considered Employee Start Date? Would it be possible to include these records in the 2023 disclosure as they were provided in response to a separate request for 2022 employee compensation data? If you could a "key" between the company abbreviation provided and their non-abbreviated descriptions/names, that would also be greatly appreciated.

I wanted to follow up in regard to clarification between State Comp Rates, Non-State Comp Rates, and Special Comp Rates.

In the instances where an employee may have a State Comp Rate AND a Non-State Comp Rate (And in rare instances, all 3 comp rates), to ascertain an employee's total comp rate or total pay, would it be appropriate to combine these pay rates?

Hi Mecca,

Thank you for speaking on the phone with me earlier today regarding my questions for this request.

I have attached a file below that is a subset of the records provided to use previously for this request. This subset of records with highlighted rows exemplifies the question I had.

The first tab "Comp Rates State + Non-State". My question regarding this was, in the case of an employee having both state and non-state comp rates, would their total pay be the two amounts added together? These rates are highlighted in orange in this tab.

The second tab "Employee StartBeginDates" highlights employee start/begin dates and seniority dates, some of which go beyond the FY2023 timeframe originally requested. I was curious if this dataset is representative of the 2023 fiscal year (from 7/1/2022 - 6/30/2023) as requested, or if the data provided was an as-of "snapshot" based on the report run date? I would also like to ask which of these two dates should be considered an employee's hire date?

Yes. Total pay for an employee would include the state comp rate, non-state comp rate, and special pay rate, if applicable.

The seniority date reflects total state service, the employee start date is the most recent hire date.
