Subject: Virginia Freedom of Information Act Request: Ransomware incidents

To Whom It May Concern:

Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

Copies of all records, documents, and materials held by the Virginia State Police relating to ransomware, malware, or hacking incidents from January 1, 2013, to the present day.

The requested information should include, but not be limited to:

1. Any investigative files, reports, memos, or correspondence related to ransomware, malware, or hacking cases involving individuals, businesses, or government entities within the Commonwealth of Virginia;
2. Any records of communication or cooperation between the Virginia State Police and other law enforcement, intelligence agencies, or cybersecurity firms in relation to ransomware, malware, or hacking incidents;
3. Statistical data or aggregated information concerning the number of ransomware, malware, or hacking incidents reported to or investigated by the Virginia State Police on an annual basis;
4. Any records of complaints, inquiries, or reports submitted to the Virginia State Police regarding ransomware, malware, or hacking incidents;
5. Any training materials, presentations, or guidelines provided to Virginia State Police personnel concerning the investigation of ransomware, malware, or hacking incidents.

Please search the relevant records systems of the Virginia State Police for the requested information.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

A message was sent to you regarding record request #23-3437:

The records you are requesting are not stored in one location. There are multiple locations where these records may exist. Many of these records may only exist in paper form, which would require a manual search. Additionally, this would require multiple people to be involved with the search. It is estimated that it will take approximately 120 hours at an estimated cost of $5,400.00 to process. Please note that this is just to locate potentially responsive records. Any records that are located will have to be reviewed for possible redactions. Even if no responsive records are located, you will still be responsible for all costs associated with the search.

Before continuing to process your request, we require that you provide a deposit in the amount of $5,400.00 ( §2.2-3704 (H)). The deposit will be credited toward the final cost of supplying the requested documents.

Please forward a copy of this letter along with a check for $5,400.00, payable to the Department of State Police, Attention: Office of Legal Affairs, P.O. Box 27472, Richmond, Virginia, 23261-7472.
