Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
Any text messages, emails, letters, or any other records of written or digital communications between any employee of your agency and any representative of Global Security, sent or received between April 5, 2018 and the date on which this request is processed.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Please note that although this request is being made by a Massachusetts based website, it is being filed via MuckRock Virginia, LLC., which maintains an address at PO Box 42203, Richmond, VA 23224.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for your correspondence to the Virginia Department of State
Police (the Department). As you may be aware, requests for records of the
Commonwealth, its agencies and political subdivisions are governed by
the *Virginia
Freedom of Information Act* (FOIA), §§ 2.2-3700 *et. seq.* of the *Code of
Virginia*.
Pursuant to § 2.2-3700 the Virginia General Assembly ensured the *people of
the Commonwealth* ready access to public records. This citizen only access
restriction was recently upheld by the U.S. Supreme Court in *McBurney v
Young*, 569 US __ (12-17) (April 29, 2013). As a non-resident you are not
entitled to records or documents under Virginia FOIA.
We regret we are unable to assist you further in this matter.

As stated in the Virginia Department of State Police's April 16, 2018 email
correspondence to you, your request is denied. As a non-resident you are
not entitled to records or documents under Virginia FOIA. Pursuant to Va.
Code § 2.2-3704(A), you will need to provide your legal address located in
Virginia (no P.O. Box address) to establish that you are a citizen of the
Commonwealth of Virginia or affirmatively represent that you are a
representative of a newspaper or magazine with circulation in the
Commonwealth or a representative of radio or television station
broadcasting in or into the Commonwealth.
