Pursuant to Virginia Freedom of Information Act, I hereby request the following records:

Any reports, memos or spreadsheets documenting the average time it takes for licensed drivers to complete the license renewal process for the years 2009 through 2012.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

My name is David Pierce and I am the Director of Data Management Services with the Virginia Department of Motor Vehicles (DMV).

The DMV is in receipt of your request for records made in reference to the Virginia Freedom of Information Act (Va. Code § 2.2-3700 et seq.). Please note that the provisions of Va. Code § 2.2-3700 et seq. apply to citizens of Virginia. The address you provided is outside Virginia, so this response is not pursuant to those provisions. However, as there is no substantial cost associated with producing the following response, DMV can provide the information below.

You have requested records relating to, "Any reports, memos or spreadsheets documenting the average time it takes for licensed drivers to complete the license renewal process for the years 2009 through 2012." The Virginia DMV does not break down the wait time and serve time by transaction type, as you requested, but simply documents the average wait and serve time for all transactions in a Customer Service Center (CSC).

The following is the statewide average wait time (the time a customer sits in the lobby and waits to be served after receiving a Que Ticket) and statewide average serve time (the time it takes the customer to complete the transaction and leave).
