Pursuant to Virginia Freedom of Information Act, I hereby request the following records:

-Any MOUs, contracts or agreements with the College of Engineering and/or its Synergy Lab issued between 2010 and the time this request is processed.
-Any reports or memos on the status of that funding issued between 2013 and the time this request is processed.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Nash,

This is in response to your faxed request received March 16 and March 17, 2015 - duplicate requests.

Virginia Tech, a state agency, is subject to the Virginia Freedom of Information Act (FOIA). Virginia's FOIA (ยง 2.2-3704 A.) covers only citizens of the Commonwealth and certain representatives of the media, generally those with circulation in the Commonwealth. However, as a matter of policy, Virginia Tech has elected to voluntarily respond to records requests from individuals and organizations not meeting these criteria, provided the information requested is readily available and would otherwise be available under the Virginia FOIA.

In order to determine whether, and the extent to which, we will voluntarily respond to your request, we need you to provide more reasonable specificity. Your request appears to ask for any and all contracts of the College of Engineering and the Synergy Lab back to 2010, as well as documents related to funding back to 2013. If that is the case, that would be a huge request requiring an extensive amount of time and one we would not accommodate.

For example, please clarify:

Are you requesting all contracts of both entities? Or, specific contracts of one or both entities? Or, only contracts between the college and the lab?

Are you looking for all contracts or just contracts which include funding?

If funding, are you seeking documents where funding has been requested and provided? Or, documents where funding has been requested whether or
not funding has been provided?

What date in 2010? Back to 2010 could be read to be 1/1/2010 or 12/31/2010.

What date in 2013? "Between 2013" could be read to be 1/1/2013 or 12/31/2013.

"Reports or memos on the status of that funding . . ." is extremely broad. Please specify what types of documents you are requesting.

Please provide any additional information that could help us in identifying the kinds of documents you are requesting. Please also be aware that the "Synergy Lab" is not an organizational unit. Thus, locating any documents specific to the lab may be extremely time consuming.

Once we hear from you, we will then determine whether we have responsive documents and whether we will voluntarily respond. Whether we elect to voluntarily respond will depend on a number of factors, including whether documents are reasonably available, whether an extensive amount of time will be required, and whether staff can complete the request without compromising current projects. If we determine we will respond, we will prepare and estimate of the cost and will ask that you remit the full amount of the estimate before we proceed with fulfilling your request.

Hi Ms. Norris,

Thanks for looking at this, I'm happy to make it more clear and narrow the request. First, if the request is too broad, let's narrow it to two companies: NVIDIA and ARM Holdings.

For the dates, I did mean 1/1/2010 through 12/31/13.

I'm looking for any contracts that mention those companies in whatever configuration that involves that Synergy Lab, which appears to run through the Computer Science department.

I'm looking for any annual reports or final reports that may have been issued by VT to those companies following the completion of any contract or issued at interim periods.

Thank you for your patience while we looked into your request. We have no record of any contracts or MOUs with either NVIDIA or ARM Holdings. We are aware of one student who was awarded an NVIDIA Research Fellowship; however, neither the college nor the lab were involved with that award.
