Pursuant to Open Public Records Act ("OPRA"), I hereby request the following records:
I hereby request records of all internal Vineland Police Department email correspondence from the past year regarding the hacker group Anonymous.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

This request is denied as being overly broad. In Elcavage v. West Milford Township (Passaic), GRC Complaint No. 2009-07 (April 2010), the New Jersey Government Records Council held that “an OPRA request for an e-mail or e-mails shall therefore focus upon the following four (4) characteristics:
· Content and/or subject (included in your request)
· Specific date or range of dates (included in your request)
· Sender (not included in your request)
· Recipient (not included in your request)
Your request for “records of all internal Vineland Police Department email correspondence from the past year regarding the hacker group Anonymous,” does not meet these four specific characteristics.
