From: Eriq Gardner

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

All emails, memorandum, opinion letters, and communications mentioning "Black Panther" or "Wakanda" from January 1, 2017, to the present.
I request that I not be charged search or review fees because I qualify as a representative of the news media, pursuant to FOIA and the applicable federal regulations. I am a senior editor at The Hollywood Reporter, where I write daily about legal and regulatory matters. Additionally, I have written for Bloomberg, Slate, New York Magazine, and other publications.
At 5 U.S.C. § 552(a)(4)(A)(ii), the FOIA describes “a representative of the news media” as “any person or entity that gathers information of potential interest to a segment of the public, uses its editorial skills to turn the raw materials into a distinct work, and distributes that work to an audience.” In writing about legal and regulatory issues for the general public, I provide extensive commentary on governmental "raw materials."

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Eriq Gardner
