From: Kris Newby

To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

Letters, telexes, call notes, and reports related to the Dugway nerve agent release on March 13, 1968, sent to and from Calvin E. Sevy, Fort Detrick liaison, and Surgeon General William Stewart from March 13 through December 31, 1968.

I am requesting a fee waiver because I am a Cold War historian and science journalist, and this information will contribute significantly to the public's understanding of the operations of the government and/or is primarily in the public interest. Please release documents in discrete sections in the event they contain exempt material. For any documents or portions that you deny due to specific FOIA exemption, please provide an index itemizing and describing the documents or portions of documents withheld. I understand I am entitled to make this request under the Freedom of Information Act. If your agency response is not satisfactory, or if I do not hear a response in the 20 days allowed by law, I am prepared to make an administrative appeal.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Kris Newby
