Pursuant to the Freedom of Information Act, I hereby request the following records:

Documents in the possession of the United States Department of State about the United Nations investigations into crimes allegedly committed by the Rwandan Patriotic Front before and during the Rwanda Genocide, between April 6, 1994 and December 31, 2003. This request includes memos, talking points, reports, inter-agency communications, legal assessments, policy recommendations, notes and other records of meetings with foreign officials, and other documents that document the position of United States State Department and the United States Mission to the United Nations on the International Criminal Tribunal for Rwanda's (“UN ICTR”) decision to investigate the RPF; the launching of a “Special Investigations Unit” within the UN ICTR to investigate the RPF; and the subsequent decision to shut down the Special Investigation Unit without pursuing any alleged crimes committed by the RPF. This request also includes memos, talking points, reports, inter-agency communications, legal assessments, policy recommendations, notes and other records of meetings with foreign officials, and other documents that state the position of the United States State Department and the United States Mission to the United Nations on the vote of the United Nations Security Council to remove Carla del Ponte as Chief Prosecutor of the International Criminal Tribunal for Rwanda (1999-2003).

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
