The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Part 5 § 5.3(b) of the DHS FOIA regulations, you must describe the records you are seeking with as much information as possible to ensure that our search of appropriate systems of records can find them with a reasonable amount of effort. Your FOIA request has been closed as insufficient because you did not include a clear and detailed description of the records being requested. Please be advised that the FOIA does not require federal agencies to answer inquiries or create records in response to a FOIA request, but rather is limited to requiring agencies to provide access to reasonably described, nonexempt records. 1. Please provide a description of "Project RIO" and CBP's potential relation to the program. 2. Please advise if you would be willing to accept correspondence to/from SES/PAS level leadership? 3. If known, please provide the names or titles of CBP Officials of interest. Additionally, you can narrow the scope of your request as it could significantly reduce the processing time. Because email encompasses a wide range of material that may be responsive to your request but not of interest to you, you may choose to reduce the amount of search and processing time of your request by narrowing the types of email records you seek e.g. specific mailboxes, time frame and subject matter (including keywords).Please advise if you would be willing to omit the following types of records:
1.    Logistical records concerning the scheduling of meetings
2.    Drafts, which would be withheld in full pursuant to FOIA exemption (b)(5) under the deliberative process
3.    Emails forwarding draft documents that lack substantive comments within the email (the attached draft documents will continue to be considered responsive, unless it h as been otherwise agreed to exclude draft documents)
4.    Emails that are subscriptions to news feeds
5.    Emails containing news briefs and news summaries "DHS Clips"
6.    Emails forwarding news briefs and news summaries above, unless substantive comments pertaining to the subject matter of your request are made
7.    Emails forwarding Department press releases
8.    Emails forwarding Department memoranda that are already available on the Department website
9.    Email attachments, names of attachments will be visible within the email, unless exempt from the release under Title 5 § 552. Attachments you are interested in may be available at a later date.
10.    Any other (Narrowing of search terms, if needed)Please be advised that this action is not a denial of your request and will not preclude you from filing other requests in the future.
