A requestor reasonably describes a record when "the agency is able to determine precisely what records are being requested." Shapiro v. Cent. Intel. Agency, 170 F. Supp. 3d 147, 154 (D.D.C. 2016). The description must “enable[ ] a professional employee of the agency who was familiar with the subject area of the request to locate the record with a reasonable amount of effort.” Marks v. United States, 578 F.2d 261, 263 (9th Cir.1978). Here, Al Otro Lado sufficiently described and bounded the records sought to those concerning one discrete decision by ICE to discontinue or modify its use of Pine Prairie ICE Processing Center in 2023. Such a description allows a professional ICE employee to locate the requested records. Al Otro Lado has not posed any questions to the agency.
