Pursuant to the District of Columbia Freedom of Information Act of 1974, D.C. Code Ann. § 2-531 et seq. ("D.C. Act"), I hereby request the following records:

All the pet licensing data, including breed, owner address, and animal names for Washington (D.C).

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

We are in receipt of your request, pursuant to the District's Freedom of Information Act, for "all the pet licensing data, including breed, owner address and animal names for Washington, DC."

Your request is overly broad and too vague for us to respond. At a minimum, you need to provide us with the timeframe for which you seek such information, i.e., as of a certain data and what types of pets are included in your request. You should also know in advance that much of the information you seek will most likely be considered exempt from disclosure as an unwarranted invasion of personal privacy pursuant to D.C. Official Code § 2-534 (a)(2).

Pursuant to D.C. Official Code § 2-532 (c) I have fifteen (15) working-days, plus the possibility of a ten (10) working-day extension, to respond to the request as of the date of receipt. Due to the nature of the request, I am exercising the additional ten (10) day extension pursuant to D.C. Official Code § 2-532 (d) (2).

If, for any reason, you interpret this to be a denial of your request, please also know that, under D.C. Official Code § 2-537 and 1 DCMR 412, you have the right to appeal this letter to the Mayor or to the Superior Court of the District of Columbia. If you elect to appeal to the Mayor, your appeal must be in writing and contain "Freedom of Information Act Appeal" or "FOIA Appeal" in the subject line of the letter as well on the outside of the envelope. The appeal must include (1) a copy of the original request; (2) a copy of any written denial; (3) a statement of the circumstances, reasons, and/or arguments advanced in support of disclosure; and (4) a daytime telephone number, and e-mail and/or U.S. Mail address at which you can be reached.
