Dear Mr. Adam Rogers,

Today, I received your FOIA request dated June 21, 2018. It was mistakenly faxed to Office on Trafficking in Persons, not the Freedom of Information Act office. I just wanted to inform you that we have received your request and will work diligently to fulfil it.

Just so you are aware, submitting a request online the FOIA office's preferred method of receipt. For more information, please see the following link: https://www.acf.hhs.gov/foia

Under "Submit a FOIA Request Online" it details steps to submit requests through the Public Access Link (PAL). The PAL allows you to submit FOIA requests at any time. Create a PAL account to submit a request, check the status of a request, and download ACF's response.

Thank you for your cooperation. If you have any questions or concerns, or if I may be of any help to you in the future, please do not hesitate to contact me.

With kindest regards,
Sarah Wahl

Dear Mr. Rogers,

The Program Office has advised that they are not able to provide records in the format you are requesting because the census changes daily due to intakes, discharges and transfers between facilities. However, they are able to provide a capacity report, which gives a snapshot of how many kids are in ORR care on a specific date, but it will not reflect the total number of minors in ORR care in a given fiscal year. ORR changed databases in 2015 so they are able to provide data from years 2015-2018. Depending on your needs, I was thinking we could request the capacity report for a few dates of each year. Let me know if you think this would work. I'd be happy to speak with you over the phone. My number is 202-401-5241.

Furthermore, the following link on our website also had the data that you might be interested in:

Please let me know if you have any other questions.

Thank you,
Sarah
