This is a request under the Freedom of Information Act. I hereby request the following records:

(1) I am seeking records (specifically, an inventory list) of the books available at the Law, Leisure, and Chapel Libraries that provide reading materials to inmates at the ADX Florence, Colorado. The most recent handbook for the facility (https://www.bop.gov/locations/institutions/flm/FLM_aohandbook.pdf) says that inmates have access to "Leisure and Law Libraries...through the Education Department" (p. 18). The handbook states that "there are a large variety of religious books available for you to check out from the Chapel Library" (p. 18). I also would like access to any policy statements regarding how religious books are to be handled in the Chapel Library.

(2) I am also seeking copies of all reading requests made by Dzokhar Tsarnaev for usage of the Law, Leisure, and/or Chapel Libraries. Based on "INSTITUTION SUPPLEMENT: Legal Activities, Inmate" (https://www.bop.gov/locations/institutions/flm/FLM_legal_activities.pdf), I have reason to believe that written records should be available re: what books, magazines, or newspapers Mr. Tsarnaev has requested to read during his time in the United States Penitentiary, Administrative Maximum and Federal Prison Camp, Florence, Colorado.

I am an academic, currently affiliated with the Harvard Law School as well as the University of Massachusetts-Amherst. As such, I ask that all fees be waived for this request, given that this request is being made for exclusively educational purposes. I intend to make all requested documents tied to this request available to the general public and also plan to incorporate them into my academic work on military detainee libraries.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
