This is a request under the Freedom of Information Act. I hereby request the following records:

-Final reports from the two most recent performance review or superior's evaluation for JA Kramer (possibly spelled Cramer)
-All complaints of misconduct filed against the above-named individual

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

office received your FOIA request dated 13 Nov 13. We need to clarify your
request before it can be processed IAW Department of Defense (DoD)
5400.7-Regulation_Air Force Manual (AFMAN) 33-302, paragraph's C1.4.3. and
C6.1.5.2.1.2.

This request will be tentatively held until 28 Nov 13. If AFPC does not
receive a response by then no further action will be taken. However, you
can submit another FOIA request.

YOU ARE SEEKING INFORMATION ON: JA Kramer/Cramer:

- Final reports from the two most recent performance review or superior's
evaluation for JA Kramer (possibly spelled Cramer).

- All complaints of misconduct filed against the above-named individual I
also request that, if appropriate, fees be waived as I believe this request
is in the public interest.

- Requesting a Fee Waiver, because the information will be made available
to the general public free of charge as part of the public information
service at MuckRock.com, processed by a representative of the news
media/press and is made in the process of news gathering and not for
commercial usage.

CATEGORIES OF RELEASE:

- First party: A person who requests their own records. We would
release documents to them with exception of removing other individuals
Social Security Number (SSN) or personal information found on these
documents to protect the privacy of other individuals.

- Third party: Someone who requests records on someone else other than
themselves. They are allowed to obtain copies of documents but certain
information would be withheld (exempt) In Accordance With (IAW) governing
FOIA policy. Exempt items would include; SSN (of other individuals found in
the records), home address(s), other Personally Identifiable Information
(PII), and negative information or documents found in a members record.
This is based on Privacy and FOIA requirements.

- Third party who gets consent or Release of Authorization from First
party or Next of Kin (if member is deceased): They would get same
documents as a First party requester minus certain redactions as listed
above of other third party information.

We request response to items 1 - 3 listed below before our office can begin
processing your request.

1. CLARIFICATION OF INFORMATION REQUESTED:

- We would need you to clearly identify if we are searching for a
Kramer or Cramer.

- In order to positively identify member, we would need the full
name and Social Security Number (SSN) of the individual. Our systems use
the SSN for positive identification of member.

- Negative information found in members personnel folder is not
releasable without the consent of the individual. You are considered a
"third party requester."

NOTE: (Portions of the documents are normally exempt from release to
third parties under the FOIA, Title 5, USC, Section 552 (b)(6). Exemption
(b)(6) permits the government to withhold all information about individuals
in "personnel and medical files and similar files" when the disclosure of
such information "would constitute a clearly unwarranted invasion of
personal privacy).

- Please provide a valid mailing address since you indicated that
mail to the address listed in your request may be returned as undeliverable.

2. REDACTION OF 3RD PARTY INFORMATION:

- We would like your consideration to reply stating, "I am willing to
accept all releasable information."

- Basically this allows AFPC to redact or remove information generally
exempted under the FOIA guidelines and process your request quicker.

- If you do not agree, your request will be processed as a "full
denial." These type of request responses require additional coordination and
could add approximately 3-5 days or more before a response letter is mailed
to you. You would be given appeal rights.

(1) Would you agree to accept all releasable information?

(2) Respond via e-mail.

3. WILLINGNESS TO PAY FEES: Please indicate an amount you do not wish to
exceed for your request.

(1) Request response indicating your agreement to accept willingness to
pay associated fees and include a dollar amount. If the cost to process
your request exceeds the amount you provide our office will contact you to
discuss payment options.

(2) Respond via e-mail.

WITHDRAW YOUR REQUEST:

Should you determine after reading this clarification e-mail that you wish
to withdraw your request, AFPC would only need your e-mail response stating:
"I wish to officially withdraw my FOIA request." AFPC will close your
request and provide a courtesy letter to you indicating the closure with no
further action by AFPC.
