To Whom It May Concern:

Pursuant to the Freedom of Information Act, I hereby request the following records:

All documents, internal assessments, memos, reviews, presentations, and budget proposals regarding the use of ground-level "invisible dye" spray and helicopter-deployed "invisible dye" at the US-Mexico border intended to dispense an invisible marker to surreptitiously mark and track individuals using corresponding sensors. This request is for the time period of 01/01/90 to the date this request is processed.

Early use of such technology at the US-Mexico border was covered in a Department of Justice Project Review Form titled "External Review of the U.S. Border Patrol and Its Measures of Effectiveness for Controlling the Southwest Border": https://www.ncjrs.gov/pdffiles1/Digitization/158029NCJRS.pdf

I am a member of the press and therefore request fees be waived. The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter.
