Good morning Mr. Morisy:

I have talked to staff in the program office that owns the data system you've requested a copy of. Apparently, the system does not store the data contained in it in any organized, easily retrievable way. Additionally, the data has not undergone any edits. So, it would be extremely difficult to extract the information from the system in a way that is useable. To edit and format the data and apply appropriate redactions to it would take several months.

I'd like to discuss what your actual needs are so we can determine how best to meet them. The office does have a number of prepared reports which may actually provide you with the information you're seeking.
