Pursuant to the Freedom of Information Act, I hereby request the following records:

A Copy of the PHYSICAL EO 14043 signed by Joe Biden.

The copy found here:

These signatures appear to be a digital copy of Joe Biden's signature and not a true signature with black ink. As far as I understand, straight from the Federal Register site, a physical copy should be handed and then scanned. Where is the physical copy of this that Joe Biden hand signed?

I'm looking for any other evidence, outside the federal register website, that would prove my findings to be incorrect. I am looking for proof that E.O 14043 was in fact hand signed by Joe Biden on September 9th, 2021.

This can be by means of a video taken, picture taken with the E.O number and his signature in the same picture a picture of the actual signed E.O that isn't a scan.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

1. The copy that is uploaded to the website, was that from a physical signed paper that Joseph R. Biden Jr signed?
2. Does a physical signed paper of E.O 14043 exist? If yes, where?

You have asked for “a video taken, picture taken with the E.O number and
[Biden’s] signature in the same picture a picture of the actual signed E.O
that isn't a scan” under the Freedom of Information Act (FOIA). We have
records responsive to your request. I am partially granting your request.
I am attaching an image of the original, signed Executive order “Requiring
Coronavirus Disease 2019 Vaccination for Federal Employees”, signed
September 9, 2021. However, it does not have the EO number. Executive
orders are assigned numbers by the Office of the Federal Register after we
receive them for publication. The President signs an unnumbered Executive
order. Therefore, the document in this photograph has the subject
line/title but no EO number.

If you are not satisfied with our action on this request, you have the
right to file an administrative appeal within ninety (90) calendar days
from the date of this letter via regular U.S. mail or email. By filing an
appeal, you preserve your rights under FOIA and give the agency a chance to
review and reconsider your request and the agency’s decision. If you
submit your appeal in writing, please address it to the Deputy Archivist of
the United States (ND), National Archives and Records Administration, 8601
