This is a request under the Freedom of Information Act. I hereby request the following records:

All documents, reports, files, and messages related to the following Directional Improvised Explosive Device (IED)/Explosively Formed Penetrator (EFP) attacks against Coalition Forces in Iraq during the first week of April 2008 (operating in the CENTCOM area of responsibility).

This FOIA request is limited to the following document search constraints:

1. Date range limitation: April 1, 2008, to April 15, 2008;

2. Network limitation: Secure Internet Protocol Router Network (SIPRNET); including applications, databases, electronic-mail servers and file servers connected to SIPRNET;

3. Suggested FOIA document search terms: Iran, Islamic Revolutionary Guard Corps (IRGC), IRGC-QF, Quds Force, Qasem Soleimani, Hezbollah, Special Groups, Counter Iranian Influence (CII), Threat Finance, Hawala, Muqtada al Sadr, Mahdi Army, Badr Brigades, Asaib Ahl al-Haq (AAH), Kata'ib Hezbollah (KH), Sheibani Network, Promised Day Brigade, Directional Improvised Explosive Device (IED), Explosively Formed Penetrator (EFP), Explosive Ordinance Disposal (EOD), Task Force Troy, Task Force 17 (TF 17), Combined Explosives Exploitation Cell (CEXC), Combined Information Data Network Exchange (CIDNE), Battle Update Assessment (BUA), Multi-National Corps-Iraq (MNCI), and Multi-National Force-Iraq (MNFI);

Although FOIA has always presumed that government records are open to public inspection, the FOIA Improvement Act of 2016, Pub. L. 114-185, prohibits agencies from withholding records unless (1) “disclosure is prohibited by law” or (2) “the agency reasonably foresees that disclosure would harm an interest protected by” one of FOIA’s exemptions. 5 U.S.C. § 552(a)(8)(A). Thus, in addition to FOIA favoring disclosure and requiring its exemptions to be narrowly construed, Section 552(a)(8)(A) prohibits agencies from using their discretion to broadly withhold records merely because they believe an exemption could technically apply.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
