HRH the Prince of Wales (Prince Charles)

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Donovan:

I write in response to your Freedom of Information Act (FOIA) request dated
June 5, 2017 for correspondence to and from members of the British Royal
Family. The Lyndon Baines Johnson Library received your request on June 5,
2017. We have assigned your reference request case number 71199.

The records you have requested are donated historical material, and are not
subject to request under the provisions of FOIA. According to 5 U.S.C.
§552(f), the Freedom of Information Act does not apply to donated
historical material or the records of local or state governments. We do
not consider this to be a denial under the Freedom of Information Act
because the records you requested are not subject to the FOIA.

While this material is not subject to request under FOIA, records
potentially responsive to your request may be located in the National
Security File, Special Heads of State Correspondence, box 56, folder
“United Kingdom – Queen Elizabeth Correspondence, Volume I.” I have
attached a copy of the Special Heads of State Correspondence finding aid
for your reference.

We are happy to provide you with copies of the open and partially open
records upon receipt of the reproduction fee of (fee rate) per page.
Historical records at NARA are not governed by the FOIA fee and fee waiver
provisions in section 552(a)(4)(A)(vi). Accordingly, the Johnson Library
does not provide fee waivers for copying. The Johnson Library charges
standard reproduction fee of $0.50 per page for copying of historical
records. You may also view the documents in our research room at the
Johnson Library where you may make digital copies of them using your own
device or a camera provided by the Library; in the latter case, you should
bring your own SD memory card.

If you consider this response to be a denial of your FOIA request, you may
appeal by writing to the Deputy Archivist, (ATTN: FOIA Appeal Staff),
National Archives and Records Administration, 8601 Adelphi Road, Room 4200,
College Park, MD 20740-6001. To be considered timely, your appeal should
be received by the Deputy Archivist within 90 calendar days from the date
of this letter. Both the letter and the envelope should be clearly marked
“FOIA Appeal.”
