This letter is to seek clarification related to records that you are seeking from the Washington State Department of Agriculture.

The number of responsive records which respond to your request number in the thousands specifically, emails from the public reporting potential sightings. which turn out to be false. There are an estimated 100,000 emails and attachments for the time frame you reference. These records alone will result in copying fees of over $1,000.

With this information I am writing to see if you'd like to further narrow the scope of your request to records related to confirmed sightings only. If we don't receive a response to narrow the scope, we will assume you wish to proceed with your original request. I will then send you a down payment invoice that will need to be paid before any records are provided.

Upon receipt of your clarification, the Washington State Department of Agriculture will further respond to your public records request as required by law, including providing you with an estimate of costs associated with producing copies of the requested records.  If no response is received by 7/28/2021, I will send you the down payment invoice referenced above.
Please respond to this email with the information requested.
If you have any questions, please contact me at 360-902-1935.
