Pursuant to the Freedom of Information Act, I hereby request from Coconino County Sheriff any records, datasets, or materials that contain the following:

For July 2020:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only

For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2020, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call

For July 2019:
- Average response time of department for all calls
- Average response time of department for domestic violence calls only

For all domestic violence/domestic disturbance calls to the 911 dispatch center in the month of July 2019, separated by individual call:
- Type of call
- Priority level
- Date and time of call received
- Date and time first officer arrived on scene
- Race and ethnicity of victim, if available
- Race and ethnicity of perpetrator(s), if available
- Outcome or resolution of call

The requested documents will be made available to the general public. These records are being requested as part of a collaborative research effort and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

You have requested an update on a request for public records from the Coconino County Sheriff's Office. To reiterate, neither Coconino County, nor the Coconino County Sheriff are in any way subject to FOIA, which is a federal statute applicable only to federal agencies and officers. That said, the Sheriff is in process of compiling information that is responsive to your requests, pursuant to Arizona state law.

Speaking further to this response, a crash in the Sheriff's reporting and computing systems has, unfortunately, caused delays in production of the documents requested. Sheriff's staff must rebuild the entire report that will provide the information being sought. This is a work in progress, and given the extent of the problem encountered, we cannot provide an estimate on scheduled response at this time, since recovery of data is required. Nevertheless, Sheriff's staff continues to work on fulfilling the request. The information will be produced as promptly as possible, given the system failures that have occurred. We apologize for the delay and any inconvenience it has caused.

Attached are the call records you requested regarding response times. In each report the response times are in minutes. Each event ID and or Case Number is broken down by priority, Beat (FLAG = Flagstaff, SED = Sedona, WMS = Williams, BR = Blue Ridge, GC = Grand Canyon), and response times. You have asked us to produce information that our response times report cannot provide, such as race and ethnicity, outcomes, date and time call received, etc. Pursuant to Am. Civil Liberties Union v. Arizona Dep't of Child Safety, 240 Ariz. 142, 148, ¶ 13, 377 P.3d 339, 345 (App. 2016) we will not be analyzing or compiling data and information to create a record that doesn’t exist.

We have provided you with exactly what our response times report generated for the months requested. Should you have any questions please don’t hesitate to contact this agency.
