Copies of all "change requests" or reasonably similar correspondence sent to addresses that include the email domain "@deloitte.com" between Jan. 1, 2023 and Dec. 12, 2023.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Hi Samantha,
You requested copies of all "change requests" or reasonably similar correspondence sent to addresses that include the email domain "@deloitte.com" between Jan. 1, 2023 and Dec. 12, 2023.
Please confirm that your request includes correspondence between HHS and any email address with "@deloitte.com" that includes the term "change requests."
Also, in order to conduct an efficient search of emails, HHSC requires the following:
* Any additional key terms that should be included in the search.
* Specific departments to be searched (e.g. procurement).
* Alternatively, any specific employees whose emails should be searched.
* Specific contract numbers, if applicable. (A list of contracts awarded by HHS are publicly available here<https://contracts.hhs.texas.gov/>.)
Without the above information, the number of search results will be very high and result in a larger fee due to programming, labor and overhead costs.
Note that this request for clarification extends the 10-business day deadline by 10 more business days, starting the day after we receive your clarification response. Your open records request will be considered withdrawn if we do not receive a clarification response from you within 61 days from the date of this email.

We're seeking change requests sent to contractor Deloitte regarding work performed under the contract number: HHS000045800001. Deloitte is the vendor operating the state's Medicaid eligibility system and we are seeking communications from senior staff at HHSC to Deloitte regarding the request for changes to this IT system, commonly referred to as TIERS. With this in mind, please add "TIERS" and "Medicaid" as search terms.

If you are seeking emails about change requests for this contract within that timeframe sent to emails from the domain “@deloitte.com,” please understand that searching for the words “TIERS” or “Medicaid” may generate emails unrelated to any change requests. In addition, the use of the word “Medicaid” might capture emails unrelated to contract no. HHS000045800001. Please confirm that you are seeking any correspondence containing one of those three terms, or only correspondence with one of those three terms in relation to the contract.
Also, does your request only entail searching email correspondence within that respective department?
