Pursuant to the Texas Public Information Act, I hereby request the following records:
All records (including reports, email, technical manuals, technical specifications, or any other materials) regarding the purchase of, acquisition of, installation of, subscription to, payment for, or agreements concerning Carnegie Communications technology. This is to include but not be limited to records relating to "Mobile Footprints" technology, the fusion of geofencing/mobile device targeting and IP targeting.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

The University of Texas System has received your request for information and will respond in a timely manner as required by Section 552.221 of the Texas Government Code. System’s hours of normal operation are from 8:00am to 5:00pm Monday through Friday. If your request was submitted after business hours (after 5 pm but before midnight) it is considered received the next business day.

You have submitted your request for "[a]ll records (including reports, email, technical manuals, technical specifications, or any other materials) regarding the purchase of, acquisition of, installation of, subscription to, payment for, or agreements concerning Carnegie Communications technology" to The University of Texas System ("UT System"). However, the agreement with Carnegie Communications is with The University of Texas at Austin ("UT Austin").
Due to a legal review of some information pertaining to this agreement, UT System maintains the requested records. However, it only maintains the requested records in a privileged capacity. Accordingly, we will seek an Attorney General opinion to withhold the responsive information. In light of this fact, please let me know if you would withdraw your request to UT System and instead submit it to the appropriate entity, UT Austin.
