Pursuant to the Texas Public Information Act , I hereby request the following records:
An index of files relating to Mexican police basing or staging operations in Texas or Fort Bliss. Please limit this request to all responsive documents generated from Dec 31, 1999 and the date this request is processed.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Mr. Lucas,
Our records indicate that the email below was sent to you on 12/10/13.
Mr. Lucas, The Texas Department of Criminal Justice (TDCJ) is the "penal"
part of criminal justice in Texas. In other words we are responsible for
the incarceration of offenders after they have been arrested, convicted of
a criminal offense, and received a criminal sentence. Therefore, TDCJ
would not and does not have any information concerning the operations of
Mexican military or police in Texas and the United States. The primary
state law enforcement is the Texas Department of Public Safety (DPS). I
apologize for providing incorrect information during our telephone
conversation. The Texas Rangers do fall under the umbrella of the DPS.
