Pursuant to the Florida Sunshine Law, I hereby request the following records:
1. A copy of every use of force report made by Tampa police officers from 2000-2017.
2. The disposition of each investigation into the uses of force referenced above where available and what discipline if any was imposed as a result.
3. A copy of every civilian complaint filed against Tampa police officers since 2000-2017.
4. The disposition of each complaint referenced above and what discipline if any was imposed as a result.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

1. A copy of every use of force report made by Tampa police officers from 2000-2017.
If by report you mean the officer's reporting of the response to resistance, than this search will need to be handled by TPD records as it pertains to police reports. We may be able to run a list of reports in I.A. For copies of all reports, it would require a substantial deposit as there could be thousands since handcuffs are considered use of force also. Let me know you would like to proceed so that a cost estimate for prepayment can be established and collected before we commence.
2. The disposition of each investigation into the uses of force referenced above where available and what discipline if any was imposed as a result.
If the case involved a Formal investigation, where it was found that there is a potential policy violation, then Internal Affairs will have disposition letters and the discipline info for sustained cases. For 17 years of records, it will take some time to gather the info. This portion of the request will take an estimated 8-10 hours of work, spread over a period of time in order to research, review, redact and print. Estimated cost for this portion of request would require $200 prepayment deposit. Any overpayment will be refunded, any amount due will be billed appropriately as funds are depleted.
3. A copy of every civilian complaint filed against Tampa police officers since 2000-2017.
We do not have complaint records beyond 2010, unless they were formally investigated. We currently have approximately 2,500 complaints in our electronic database dated 2010 and after. Most complaints are due to misunderstandings or are frivolous. Complaints are investigated formally when potential policy violations are found during the complaint intake process. If referring specifically to formal investigations, then we can research and provide you with an estimated cost, based on the revised request.
4. The disposition of each complaint referenced above and what discipline if any was imposed as a result.
Only complaints investigated formally will have dispositions. Are you looking for the disposition letters for all Formally investigated cases for 17 years? If so, then that will take at least 80 hours to produce, est. $2000 will need to be collected before we commence. We would only be able to devote 1-2 hours a week to this request, based on current workload and staffing. Otherwise, we may also have a basic report showing basic details of Formal investigations.
