Pursuant to the Florida Sunshine Law, I hereby request the following records:

According to the FBI’s Internet Crime Report 2022 (https://www.ic3.gov/Media/PDF/AnnualReport/2022_IC3Report.pdf), “The Internet Crime Complaint Center’s Recovery Asset Team (RAT) was established in February 2018 to streamline communication with financial institutions and assist FBI field offices with the freezing of funds for victims who made transfers to domestic accounts under fraudulent pretenses.”

Therefore, I request the following:

Copies of all records, documents, and materials held by the Federal Bureau of Investigation (FBI) - Tampa concerning the work or investigations of The Internet Crime Complaint Center and its Recovery Asset Team (RAT) from February 1, 2018, to the present day.

The requested information should include, but not be limited to:

1. Please provide all investigative files, reports, memos, or correspondence from the FBI - Tampa field office that pertain to the activities of the IC3 and the RAT Team, including all closed cases that are no longer active.;
2. Any records of communication or cooperation between the FBI - Tampa field office, IC3, and the RAT Team and financial institutions or any other law enforcement or intelligence agencies, foreign or domestic, in relation to the use, monitoring, or investigation of the RAT Team;
3. Any guidelines, policies, or procedures established by the IC3 and/or the RAT for case selection, investigations, case referral to the appropriate FBI field office, and any training materials provided to IC3 personnel concerning case selection and criteria that need to be met in order for a case to be forwarded to the RAT Team and FBI;
4. Any records of complaints, inquiries, or reports submitted to the FBI - Tampa field office regarding the IC3 and the RAT Team activities.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
