Pursuant to the Freedom of Information Act, I hereby request the following records:

Please be so kind to provide blank versions of any forms, paper or electronic, the City of Stamford Police Department has employed from January 1, 2019 to July 15, 2023, which have been designed for and provided any citizens who make Freedom of Information requests from that agency. One iteration of each version, if multiple versions exist, of the request form(s) is sufficient to satisfy this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

There is no central file containing FOI requests. In order to locate FOI requests for the time period in question, the Records Division would have to review over 3000 files. That constitutes research, which is not required by the FOI Act.

Assuming responsive records were located, numerous redactions would have to be made pursuant to the FOI Act to protect the privacy rights of citizens. Such a task would be onerous and burdensome upon the City of Stamford.

Mr Rosenberg,

Your continuous rejection of my FOIA requests concerning the Stamford Police Department’s unlawful use of identifying information as a condition to access FOIA is duly noted. Your actions are in violation of Connecticut and Federal statutes, and appear to be influenced by a personal bias against me for filing an appeal against the City of Stamford, which also goes against multiple laws. The disturbing threats you have made against me for making legitimate legal FOIA requests further infringe upon my rights and are in violation of various laws as well.

Your agency’s history of FOIA violations, sanctions, and personal threats exemplifies a systemic and deliberate disregard for the law.

I welcome your submission to the Appeals Commission to deny my right to access public information. In the near future, I will be filing both an appeal and a lawsuit against the city. This will provide you with an opportunity to argue that my requests are “vexatious and meant to harass.
