-A roster of all St. Louis County Police Department officers who completed the most recent annual use of force and/or tactical weapons training, as well as officers who did not complete or pass the courses.

-Copies of all documents sent to the St. Louis County Police Department to notify the department that one of its officers did not complete a required training course. This should pertain to any training course.

-A copy of any manuals, presentations, or other educational material used to educate police officers on the proper use of non-lethal force, specifically regarding rubber bullets and tear gas.

I understand that some of the requested material will include the names and possibly other personal identifying information for police officers. I would like to make it clear that I understand names and other personal information, such as addresses and phone numbers, may have to be redacted pursuant to Missouri's sunshine law.

I request that all fees be waived for this request as i am a journalist -- employed by MuckRock and the Boston Globe -- and intend to use the requested documents to educate the public through my reporting on St. Louis County police procedures.

I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

-A roster of all St. Louis County Police Department officers who completed the most recent annual use of force and/or tactical weapons training, as well as officers who did not complete or pass the courses.

These records are closed per Section 610.021 (13) RSMo. as these are individually identifiable personnel records and performance ratings.

-Copies of all documents sent to the St. Louis County Police Department to notify the department that one of its officers did not complete a required training course. This should pertain to any training course.

The estimated cost in research time is 8.5 hours at $23.74 per hour = $201.79 In addition to this cost, I have been advised there are over 500 pages that would have to be taken from books and training materials at $.10 per page.

If you would like to receive these materials, please send payment, payable to St. Louis County in the form of a check or money order for $251.79. If the actual costs are less, you will receive a refund. If the actual costs are more, you will be required to pay the additional amount prior to receiving the documents.
