Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

Complaints submitted to the Bureau of Professional Standards about the conduct of St. Louis County Police officers in Ferguson from August 9, 2014 to present.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

The records you are requesting are closed per Section 610.021 (3) and (13) RSMo. since they pertain to the “hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded” and contain “individually identifiable personnel records”.

Thank you for your reply. I wanted to clarify that I am seeking only copies of complaints from members of the public, not records on the resulting disciplinary action that took place as a result of those complaints. I would ask that you simply redact information contained in the complaints from members of the public that may contain any information that identifies individual employees.

Separately, however, I would request any records on final decisions made by the Board of Police Commissioners that relate to any hiring, firing, disciplining or promotion action taken in connection with any complaints about the conduct of officers in Ferguson since Aug. 9. Under Section 610.021 (3), any final records "shall be made available with a record of how each member voted to the public within seventy-two hours of the close of the meeting where such action occurs; provided, however, that any employee so affected shall be entitled to prompt notice of such decision during the seventy-two-hour period before such decision is made available to the public."
