Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

All Real Time Crime Center footage recorded by the St Louis Police Department taken on January 26, 2024 between the times of 3:35pm and 4:05pm between and including the intersections of Arsenal and Kingshighway and Bircher and Kingshighway. Please provide footage for all cameras along Kingshighway between and including the two listed intersections during the timeframe listed.

I request that in conducting searches for releasable records, that you please disclose records even if they are currently available publicly through your agency portal other sources outside of your agency.

As the records sought detail the activities of citizens throughout the St Louis community governed by the City of St Louis and protected by St Louis Metropolitan Police Department, I also request that fees be waived as I believe this request is in the public’s interest. I am seeking the records to analyze, inform and freely release to members of the public as part of the public information service at MuckRock.com. The requested records are not for commercial use.

I am willing to pay all reasonable duplication expenses incurred in the processing this Sunshine Law request. However, as I am a member of the public and requesting documents specifically for the purpose of increasing the public’s knowledge of governmental functioning, I will administratively appeal any denial of my request for a fee waiver.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request be filled electronically, by e-mail attachment if available.

Sorry for the confusion. I'm requesting any footage within the timeframe and I'd also like records pertaining to all incidents that would have been reported to SLMPD during the timeframe. To be more specific, I've revised the request as follows:

I'm sorry to hear that. I'm still requesting document that show all incident numbers and any and all related identifying information (i.e. time of call, description of incident reported, description of vehicle/driver reported by caller, etc.) from any and all incidents reported to your agency that may be included in related footage recorded between the times of 3:35pm and 4:05pm by St Louis Metropolitan Police Department RTCC responsive to this request. Even if the footage is no longer available, I'd still like the other documents requested.

I'd also like to request documents that show SLMPD's most current guidelines around retention and disposition of RTCC data. I can complete a separate request if needed.

Thanks for checking back to clarify more about the records I’m requesting. I understand you’re stating the footage is no longer available. Can you please help me understand how that would make related records of incidents reported pertaining to the unavailable footage also unavailable?

Incident reports and related identifying information (i.e. time of call, description of incident reported, description of vehicle/driver reported by caller, etc.) should still be readily available regardless of related footage being available or not. Can you please tell me what happened to the footage and why it’s no longer available? Can you also help me to understand why even without the footage, you are not able or willing to provide records of documentation for reported incidents pertaining to the footage? The date, timeframes and location details listed in my request should be enough information to allow for locating any additional records that exist.

Also, I have been requesting records that include current guidelines around retention and disposition of RTCC data from your agency since October of last year. The reference number for that request is P032843-102423. Are you requiring me to submit a new request for those records? Can you please explain why your agency continues to delay and refuse to provide the records I’ve been seeking since last year?
