To Whom It May Concern:

The City of St. louis has implemented a video system that allows certain authorized employees to access information from video cameras owned and operated by the City, other government agencies, and third-parties.

Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

a) an inventory and placement of all cameras in use in this system; b) the names and job titles of individuals who have access to the system in real-time, c) the names and job titles of individuals with access to stored footage in the system.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Dear Mr. Neiss:

I am in receipt of your above-referenced Sunshine Law request. The City's
Communications Division oversees STLTV ch. 992 cable / ch 99 u-verse. All
of the station's videos are posted on Youtube and are readily available to
the public at youtube.com/saintlouistv. The office does not have access to
any surveillance cameras in city neighborhoods or associated videos.

Any additional information or clarification that you can provide will help
me fully process your request.

Dear Ms. Smentkowski,

Thank you for your response, but these are not the records that I am seeking.

In a memo dated March 27, 2015 (Available online here: https://www.documentcloud.org/documents/1909498-city-camera-policy.html) Todd Waelterman wrote the Directors of Operating Departments that "The City of St. louis has implemented a video system that allows certain authorized employees to access information from video cameras owned and operated by the City, other government agencies, and third-parties." And that the directors of the operating departments "must submit an annual report to the Executive Director of Operations" which include: "a) an inventory and placement of all cameras in use in this system; b) the names and job titles of individuals who have access to the system in real-time, c) the names and job titles of individuals with access to stored footage in the system... due on the 1st business day of each calendar year."

I am seeking those annual reports along with any other reports or records that may have been created that summarize the relevant information.
