Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

Jail commission reports detailing total commissions earned for all types of inmate calls from 7/3/2015 - 1/31/2018, including broken out commissions by specific call type for collect, prepaid, calling cards and video calls (when applicable). Additionally, I request the most current/active inmate phone service provider contract.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Please be advised that records responsive to your above-referenced request

The Sunshine Law allows public governmental bodies to charge fees for
fulfilling records requests. The cost incurred to research, retrieve, copy,
and furnish responsive records for this request is $62.49. Therefore,
please remit said amount, payable to the City of St. Louis, to my
attention. Such records are available from my office by close of business
on the fifth business day following date payment is received. Payment may
be made by check, cashier’s check, or money order and either in person or
by mail.

If I do not receive payment on or before April 30, 2018, I will assume that
you wish to cancel your request for records and the request to be closed.

Thank you for your response. I have a few follow-up questions. Can you please provide a breakdown of how those costs were calculated such as the number of copies, labor hours, etc that make up that cost? Also, are these records going to be provided electronically, and if so, in what format? Picking them up in-person is not an option for me.

Hi Diedra,

I appreciate your follow up. I understand the costs includes those activities, but I am requesting a breakdown of how those costs are being calculated. This is within the sunshine law statute. To quote the MO attorney general website on the sunshine law, “The requestor may wish to ask for a breakdown of the costs associated with the request to determine how the public governmental body arrived at the final charge.”
