From: Shasta County Sheriff

Dear CJ Ciaramella,

This responds to your California Public Records Act request dated September 1, 2022, which the Shasta County Sheriff's Office received on October 3, 2022.

You requested the following records: "Any incident reports or body camera footage generated by the July 8, 2022 seizure of a goat named Cedar by Lt. Jerry Fernandez and Detective Jacob Duncan. Any communications between the Shasta County Sheriff's Office and the Shasta Fair Association or BJ Macfarlane, the livestock manager for the Shasta Fair Association, regarding the dispute leading to the July 8 seizure of a goat."

No body camera footage exists in response to your request. The County asserts that the other requested records are exempt from disclosure pursuant to California Government Code section 6254(f), as the records of complaints to and investigations conducted by a local police agency, and investigatory files compiled by a local agency for law enforcement purposes. Sheriff's Captain Jesse Gunsauls is the person responsible for this determination.

No additional information can be provided at this time in accordance with Government Code section 6255 on the basis that the public interest served by not disclosing the information clearly outweighs the public interest served by disclosure. The matter is currently being reviewed by the District Attorney's Office. The ability of the District Attorney's Office to conduct a review of the matter in the interests of justice may be jeopardized by the release of information prior to the completion of that review. District Attorney Stephanie Bridgett is the person responsible for this determination.

I believe this satisfies your request, but if you have questions or other requests, then please contact me.

Sincerely,

Denise Barnhart
Records Supervisor
Shasta County Sheriff's Office
