Pursuant to the Florida Sunshine Law, I hereby request the following records:

1. the total number of use of force incidents, separated by type of force and year used in 2021 (for example, information that specifies the number of taser incidents in 2021, baton incidents in 2021, etc.)

2. the total number of civilian complaints alleging any form of law enforcement misconduct that were reported and the total number sustained in 2021.

3. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained in 2021.

4. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained in 2021.

5. the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained in 2021.

6. the total number of officer involved shootings in 2021, both fatal and non-fatal.

When available, I would appreciate being sent individualized data for each item in this request in spreadsheet format. If individualized data are unavailable, please send information that includes aggregate statistics for the item instead.

Note that my requests for civilian complaints are specifically for civilian complaints alleging police misconduct, please do not include complaints filed by one officer/the department against another officer.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Subject: Florida Sunshine Law Request: Police Data Collection Request (2021)
To Whom It May Concern:

Pursuant to the Florida Sunshine Law, I hereby request the following records:

1. the total number of use of force incidents, separated by type of force and year used in 2021 (for example, information that specifies the number of taser incidents in 2021, baton incidents in 2021, etc.)

2. the total number of civilian complaints alleging any form of law enforcement misconduct that were reported and the total number sustained in 2021.

A total of 11 civilians made complaints alleging law enforcement misconduct. Of those 11 complaints, there was 16 alleged violations of misconduct. Of those 16 alleged violations, six were sustained.

3. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained in 2021.

A total of two civilians made complaints alleging law enforcement use of excessive force. Of those two complaints, zero complaints were sustained.

4. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained in 2021.

There were no civilian complaints alleging biased policing or racial profiling.

5. the total number of civilian complaints alleging criminal conduct that were reported and the total number sustained in 2021.

A total of one civilian complaint alleging criminal conduct and one total sustained complaint.

6. the total number of officer involved shootings in 2021, both fatal and non-fatal.

One non-fatal officer-involved shooting/zero fatal officer-involved shootings.

Hi there -

Below are the total number of levels of resistance (LOR) reports broken down by month and incident type for calendar year 2021. These numbers reflect ALL sworn corrections and law enforcement deputy incidents throughout our agency. It is important to mention that historically, deputies have completed these LOR reports every single time they put handcuffs on someone, even if that individual was compliant and no technical "force" was used. On August 15, 2021, however, a significant change was made to our general order policy which no longer required deputies to complete an LOR report when physically placing handcuffs on someone who is compliant. You will see a significant decrease in numbers around the month of August in the below list which is caused by this change in our policy. Please contact me if you need any additional clarification. I want to ensure you have the proper context to accompany this data we are providing.
