Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

1) All active contracts, statements of work, and sole source agreements between the district and Powerschool. This should include individual contracts and statements of work, where available, for each Powerschool product the district uses (e.g. Powerschool SIS, Unified Insights, Classroom Intelligence, etc.)

2) For each Powerschool Unified Insights predictive model the district uses, copies of the following validation reports (instructions to access the reports are in parentheses):

b) The Imputed Details report for each model the district uses (https://uc.powerschool-docs.com/unified-insights/latest/academic-factors)

Please note that the reports I have requested do not contain individually identifiable student data, but rather aggregate data about student groups (e.g. 5th graders, male/female students, etc.).

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest about the operations of a government agency. If you choose to impose fees, I ask that you provide an explanation of the fees, including the hourly wage of the lowest-paid employee capable of fulfilling the request.

If you choose to reject this request or redact portions of responsive documents, I ask that you cite the statutory exemptions and associated case law underlying your decision to withhold each portion from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello Todd:

Please permit this email to serve as Rockford Public School District's response to your Freedom of Information Act (FOIA) request. Your request has been granted to the extent the District has responsive documents. Your specific requests and the District’s responses (in red) are outlined below:

1) All active contracts, statements of work, and sole source agreements between the district and Powerschool. This should include individual contracts and statements of work, where available, for each Powerschool product the district uses (e.g. Powerschool SIS, Unified Insights, Classroom Intelligence, etc.) The District has contracts for Powerschool (BusinessPlus, eSchoolPlus with Cognos, BusinessPlus Emergency Management Service, ESchoolPlus Emergency Management Service, PowerSchool Unified Talent, Schoology and PowerSchool Special Programs. 2) For each Powerschool Unified Insights predictive model the district uses, copies of the following validation reports (instructions to access the reports are in parentheses): Rockford Public Schools does not contract with Powerschool for their Unified Insights analytics package. Therefore, the District has no responsive documents to all requests in section 2, items a-e.
