Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

The first written communication to or from Richmond Mayor Levar Stoney mentioning the terms "COVID-19" and/or "coronavirus" between November 17, 2019 and March 12, 2020. This should be considered to include any form of written communication including but not limited to email, text message, instant message, or any other type of written communication facilitated through any electronic device and/or application of any kind which allows written communication. Please note that this request is only seeking the very first instance of written communication (the earliest to occur) and is not seeking all communications during the specified timeframe.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

In response to your request, the first record of written communication to or from Mayor Stoney referencing COVID-19 and/or coronavirus between November 17, 2019 and March 12, 2020 took place on January 28. It involved an invitation for a meeting to discuss the issue with representatives of the Richmond City Health District. Pursuant to Virginia Code Sec. 2.2-3705.7(2), this record is being withheld as Mayor's working papers and correspondence.

Given the expansive nature of this request, it is not practically possible to provide the requested records or determine whether they are available within the five-work-day period. Therefore, the city will exercise its authority under Sec. 2.2-3704(B)(4) to have an additional seven work days to respond. Next week, we will provide you with an estimate of costs to fulfill this request.
