Pursuant to the Florida Sunshine Law, I hereby request the following records:
An audit log of all ALPR queries to out-of-state law enforcement agencies between 1/1/2023 and 2/18/2024. This request is not seeking the plate numbers or any personally identifiable information. It is seeking the date and time for conducting a query in the specific date range cited.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Our ALPR system does not make queries directly to out of state law enforcement agencies. Our ALPR system is connected to the National Crime Information Center (NCIC) and the Florida Crime Information Center (FCIC). Vehicle data from these sources is uploaded into a database maintained by our ALPR vendor.

I am seeking all queries into NCIC that were for out-of-state plates. I am not seeking the plate numbers, only when and who conducted the query.

Good morning,
I have spoken with one of our staff that has access to the FLOCK system. He advised that the tag numbers do not indicate which state they are from. It only gives the numbers on the tag. He has no way of separating Florida tags from out of state tags. You might consider reaching out to FLOCK directly to see if they can provide the specific data you are looking for. Additionally, the FLOCK reports can only be run in 30 day periods and contain every vehicle that is captured by the cameras which will be in the thousands each month. This is really not the data you are requesting and time to redact thousands of entries for each 30 day period will be extremely time consuming and costly. Since the ALPR cannot determine individual state tags, every tag both in-state and out-of-state that is captured is ran in FLOCK’s database which compares the tag number with NCIC/FCIC data.

I'm not seeking scans by Flock. I'm seeking queries by staff. I would assume that those would not number in the thousands and there should be a record which indicates the state and purpose for the query.

I need clarification. Your original request asks for ALPR queries to out-of-state law enforcement agencies between 1/1/2023 and 2/18/2024. Now you are requesting staff queries for NCIC data. There is a possibility that I can get a number from our communications center on how many requests we have made to NCIC/FCIC during that time period. This will however have nothing to do with the ALPR cameras.
I am sure we are not the only agency you have requested this from. Can you provide some type of sample that you have received from another entity so I can understand what you are looking for?

I have received an exported log with data from the specified parameters from Vigilant's system.

We use Flock cameras not Vigilant cameras and have been told we have no means of gathering that information. If you have obtained this data from Flock I would like to see it so I can figure out how it was obtained.
