All email metadata - including from/to addresses, date & time stamps, subject line names, and attachment names of e-mails sent from May 27, 2020 to January 20, 2021 to/from the following email address: mayorwheeler@portlandoregon.gov

E-mail metadata is trivially exportable from the IT infrastructure of any modern e-mail archiving or data retention system - such as Microsoft Outlook 365, Google, Datacove, etc. - and should be deliverable in a .CSV, .XLS, or other machine readable format.

E-mail metadata does not include the contents of the specified e-mails, thus do not need individual review for redaction.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

At this time, the City is uncertain whether it is the custodian of the requested record.  The City will review your request to determine if it has responsive records.  The City will then gather an estimate of the costs to provide copies of requested public records for which the City does not claim an exemption from disclosure.  The City is permitted to charge its actual costs to provide records.  Fees include research time to locate and analyze the requested records, even if no records are located or if the requested records are determined to be exempt from disclosure.

Your request will result in over 305,000 lines of data, all of which need to be reviewed for possible exemptions.  I will not have a good idea of how long this will take to perform.  Below is my best guess at a cost estimate.  There is a good chance this amount will change once I see the data.
The City may be the custodian of at least some of the requested public records and the estimated fees are $203.95.  The records will be ready 20 business days after the deposit is paid. However, they will not be provided until the final amount is paid.  If the final amount incurred is less than the estimate, you will only be charged actual costs.  If the work significantly exceeds the estimate, the City will contact you with a new estimate. To confirm, we are searching the following locations: Email (Includes archives) of these individuals: mayorwheeler@portlandoregon.gov for the following search terms: metadata only: to, from, date sent, subject line, attachment name and date range: 05/27/2020 to 01/20/2021.  If this search is incorrect or you would like to make any changes, please notify us immediately.  If you do not make changes, paying the estimate is confirmation of these proposed search parameters.
By paying the 50% deposit, you are confirming this estimate and agreeing to pay the cost of fulfilling this public records request according to the conditions set forth by the City.  The costs may include the cost of locating records, reviewing records to redact exempt material, supervising the inspection of records, copying records, certifying records and mailing records, including the cost of searching for records.  We will not be working on your request until we receive the 50% deposit.

Please reply to this message or log in to the Portland Public Records Request Center and indicate that you agree to pay the estimate.  You may pay by electronic check or credit card by going to "My Public Records Request Center" and select "View My Payments".  Then scroll to find an invoice in the status of "payment pending" and select "Make Payment".  Follow the screen prompts to make a payment.  Alternatively, you may mail a check made payable to "The City of Portland" (not recommended during remote work).  Please be sure and provide the Record Request Reference number (C164076-012421) on your check and mail it to:
