Any responsive documents will be used to write about the events that occurred on the 12-13th. Beyond that, there will be public disclosure/access to the responsive documents on both muckrock.com (through which this request is being filed) and Archive.org - providing access to the responsive material in it's entirety for the general public to read and conduct their own research with such information

There has been ongoing protests and civil unrest in Portland for nearly 300 days, and the tactics used on the 12th-13th are in stark contrast of those used for any other protest not only within those 300 days, but of any protest/demonstration in Portland I'm aware of. This has left people, including those photographed, with significant questions and concerns regarding what went on, what the purpose of the tactics used were, and the origins of them. Many Portlanders are concerned for a repeat of what occurred this summer and this request helps provide context to the actions of the Portland Police Bureau that night.

3) How do you or your organization intend to disseminate the information to the wider public?

I'm an independent journalist in Portland who frequently researches government transparency, the activity of law enforcement and has been following the protests for the last ~300 days. Beyond writing about the responsive documents, they will be provided in full on muckrock.com (where this request is being sent from) and Archive.org - this lets anyone interested in the topic or have unanswered questions regarding the activity of the Portland Police Bureau do their own research.

Hopefully that helps answer your questions. Please note I will not provide any form of prepayment until I have received a determination on my fee waiver. Beyond my work as a member of the media, ORS 192.324(5) states that records can/should be provided "without charge or at a substantially reduced fee" if the requested records are "in the public interest because making the record available primarily benefits the general public." - I strongly believe this request is a prime example of what ORS 192.324(5) aims to cover.

That search roughly works. Ideally, the agencies shouldn't be searched for just as keywords but also for their mail domain. If you're able to search via email address domain, here's a "key" for the mail servers of those agencies:

@fps.dhs.gov = Federal Protective Services (this would include all the aforementioned MegaCenters)

@hq.dhs.gov = Department of Homeland Security (this should include the Office of Operations Coordination)

@*.ice.gov or @ice.dhs.gov = All of Immigration and Customs Enforcement

@*.cbp.gov or @cbp.dhs.gov = All of Customs and Border Protection
