Pursuant to the Oregon Public Records Law, I hereby request the following records:

FOIA logs for years 2016, 2017, 2018, 2019 and 2020.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Mr. Breen:

This is an acknowledgment of your October 1, 2020 request for “FOIA logs for years 2016, 2017, 2018, 2019, 2020,” which was just provided to me today. (See below regarding some chaos resulting from moving offices).

This office does not keep a centralized “log” of public records requests or responses thereto. Information on many of the requests that come in each month is located in various memos and other communications within the office, however I do not know at present how much time it would take to locate and provide you with each individual month’s reporting. I will look into that and respond with an estimate if the request is burdensome enough to necessitate fees.

I will happily attempt to gather a single year’s worth of information at no charge in order to more accurately assess what the burden/cost will be for the remainder. If you have a year you would prefer I use as the sample, please let me know.

While we do endeavor to respond to requests as promptly as possible (the statute requires a completed response or estimate as to when it will be completed within 15 business days), given current remote-work arrangements imposed by COVID, and that we completed a move to new courthouse yesterday, means that some requests are taking longer than we’d like to process at present.

Mr. Breen:

I was informed today that we do, in fact, keep an informal working log of public records requests, and have since November of 2018. I apologize for the error on my part in stating otherwise below.

I have included those records here with personal email addresses / home addresses of requesters redacted where present pursuant to ORS 192.355(32). This took about 30 minutes of time, for which there will be no charge. If you remain interested in records prior to November 2018, this will be substantially more work and Mr. Lowe will prepare an estimate for you when he returns to the office on Monday.
